钟杨教授1960年生于北京， 1983年获得北京国际关系学院英国文学学士学位, 1985年获得国际关系学院国际政治硕士学位，1987获得美国阿克隆大学政治学硕士，1992年获得美国肯塔基大学政治学博士学位，并与1991年起任教于美国田纳西大学政治学系。曾任田纳西大学国际教育处处长，田纳西大学中国中心主任，田纳西大学政治学系副主任。钟杨教授还在2006年三月被全国政协选为全球27个海外特邀代表之一，参加全国政协第十届四次会议。

钟杨教授目前是中国国家教育部长江学者讲座教授，上海交通大学国际与公共事务学院致远讲席教授，上海交通大学国际与公共事务学院院长、上海交通大学民意与舆情调查中心主任，田纳西大学政治学终身教授、武汉大学和四川大学的客座教授。曾任美国中国政治研究会会长和Journal of Chinese Political Science的主编。钟杨教授目前是中文期刊《实证社会科学》主编，他同时还担任Palgrave Macmillan国际出版社New Perspectives on Chinese Politics and Society系列丛书主编；Journal of Contemporary China、Journal of Chinese Political Studies和Journal of Asia-Pacific Studies等国际期刊的编委。
