Barry Bozeman, Fellow of the National School of Public Administration, visited the School of International and Public Affairs and the China Institute for Urban Governance

On the morning of June 20, 2019, Barry Bozeman, a member of the National Academy of Public Administration, a member of the French Academy of Sciences, and a Distinguished Professor of Arizona State University, was invited to visit the School of International and Public Affairs and the China Institute for Urban Governance. Jiang Wenning, Party Secretary of School of International and Public Affairs of Shanghai Jiaotong University, Party Branch Secretary of China Institute for Urban Governance of Shanghai Jiaotong University, and Wu Jiannan, Director of Liberal Arts office, and the Executive Vice President of China Institute for Urban Governance of Shanghai Jiaotong University, took part in the reception.



Jiang Wenning first welcomed the visit of Academician Bozeman and introduced him the development of the college. He pointed out that the School has made outstanding achievements in policy research in public administration, urban governance and related fields for many years, and hopes to have more opportunities to cooperate with Bozeman academicians in the future. Academician Bozeman expressed his gratitude to the State Council for his invitation and reception. He said that in recent years he has extensive cooperation with domestic universities and research institutes. He is honored to be able to come to the School of International and Public Affairs of Shanghai Jiaotong University and have face-to-face exchanges with teachers and students.
 
After the talks, Academician Bozeman brought an academic lecture entitled “Public Values: A “Mutable Leadership” Model” to the master students in Room 239 of the Xinjian building. The lecture was hosted by Wu Jiannan, and many teachers and students from the School and the Institute participated in the lecture.



Academician Bozeman first introduced his latest theoretical work, Public Values Leadership, to the teachers and students of the School. He pointed out that the book "Public Value Leadership" was co-edited by him and Professor Michael Crow and is a "non-academic" book. The book starts from three perspectives. First, it combines the theoretical perspective and practical experience of the author of the book, Professor Bozeman and Professor Michael Crow. Second, it contains the theoretical views of dozens of leaders in the field of public value. The third is the combination of the research results and the personal experience of the leader. It focuses on how leadership can achieve social public values and protect the basic rights and interests of citizens.

Then, Academician Bozeman elaborated on his latest theoretical achievement "variable leadership model." Academician Bozeman pointed out that different social and contemporary environments require different types of talents. Therefore, changes in the environment will lead to corresponding changes in leadership, lead attention, and required skills. At the same time, Academician Bozeman believes that leadership is closely related to the life cycle of the organization, and different life cycle stages of the organization require different leadership roles. In addition, in the organizational structure, subordinates are as important as leaders.



After the wonderful report of the academician Bozeman, the teachers and students gave a lot of questions and made detailed exchanges and discussions with him on various issues. Professor Bozeman's many views and insights on social values and leadership are refreshing and inspiring. Finally, in the warm applause of the teachers and students, this academic lecture was successfully concluded.
