The "Yangtze River Delta Integration and Urban Governance" Symposium was successfully held in Shanghai Jiaotong University

On June 18, 2019, the "Yangtze River Delta Integration and Urban Governance" Symposium jointly organized by both the China Institute for Urban Governance and the School of International and Public Affairs of Shanghai Jiaotong University was successfully held at the Shanghai Jiaotong University Xuhui Campus. The seminar was jointly sponsored by the Academic Monthly and Urban Governance Research. It aims to deepen the theoretical study of the integration of the Yangtze River Delta and launch high-level academic discussions. More than 20 experts and scholars from Shanghai Jiaotong University, Zhejiang University, Tongji University, Shanghai University of Finance and Economics, Shanghai Normal University, Zhejiang University of Finance and Economics, Shanghai University and many other universities in the Yangtze River Delta attended the seminar.



Zhang Lufa, deputy dean of the School of International and Public Affairs of Shanghai Jiaotong University and China Institute for Urban Governance, pointed out in his speech that since the end of 2018, "the integration of the Yangtze River Delta" has been raised into a national strategy, domestic academic circles have made waves of this topic. The research boomed, but there were still few theoretical research results, and the theoretical supply was lagging behind actual demand. In view of this, the China Institute for Urban Institute of Shanghai Jiaotong University hosted the “Yangtze River Delta Integration and Urban Governance” academic seminar, hoping to take this opportunity to set up a platform for experts and scholars to build a spark of ideas and promote the in-depth development of relevant theoretical research.



Shen Min, deputy editor of the academic sponsor of the seminar, said in his speech that "the integration of the Yangtze River Delta" has always been the focus of the "Academic Monthly", and the "Academic Monthly" has a sense of responsibility and mission. The publications have long focused on real issues and focused on key issues in national development. She hopes that the seminar will inspire the brainstorming of the participants. Experts and scholars can interact with each other to create an insight into the academic achievements of this major topic.
The "Yangtze River Delta Integration and Urban Governance" academic seminar is divided into three parts: the theme report, the round table and the paper report.



Professor Chen Jie, Professor of the School of International and Public Affairs of Shanghai Jiaotong University and Professor of China Institute for Urban Governance, presided over the theme report of the seminar. He emphasized that this seminar aims to sort out the basic theoretical issues of the integration of the Yangtze River Delta from the academic level, especially from the perspective of urban governance.



Professor Zhu Dajian, the chief scientist of China Institute for Urban Governance of Shanghai Jiaotong University and Professor of the School of Economics and Management of Tongji University, gave a keynote speech on the theme of “Green Development and Governance of the Yangtze River Delta Integration Demonstration Zone”. From the perspectives of definition, spatial constraints of green development and transformation of governance models, the green development of the Yangtze River Delta Integrated Demonstration Zone was interpreted. He pointed out that the integration of the Yangtze River Delta should be regarded as a means of governance to achieve specific governance objectives. The future direction of the integration of the Yangtze River Delta should be consistent with the development goals, the convergence of governance tools, and the need to strengthen public participation in the development of the Yangtze River Delta integration. The transition from traditional regulation to cooperative governance. Professor Zhu Dajian also pointed out that the integration of the Yangtze River Delta is absolutely the leading role of horizontal cooperation, but the coordinated action mechanism between the higher levels of government needs to be deepened and strengthened.



Professor Jiahua of China Institute for Urban Governance of Shanghai Jiaotong University and Professor Chen Xian of Antai College of Economics and Management of Shanghai Jiaotong University made a keynote speech on the theme of “Comparison between Yangtze River Delta and Guangdong, Hong Kong and Macao”. He conducted a comparative study on the integration of the Yangtze River Delta and the Greater Bay Area of ??Guangdong, Hong Kong and Macao from the aspects of economic aggregate, tertiary industry share, industrial structure, etc. The results show that the economic density and balance of the Yangtze River Delta region are lower than that of Guangdong-Hong Kong-Macao Bay Area. Professor Chen Xian also pointed out that the huge institutional differences between the Guangdong-Hong Kong-Macao Bay Areas have given them some unique advantages in governance and innovation. He believes that the Yangtze River Delta urban agglomeration is China's most dynamic, open-minded and innovative region. It needs to promote metropolitan planning within the Yangtze River Delta, especially the development of the Shanghai metropolitan area to promote the integration of the Yangtze River Delta.



Professor Zhao Hongjun, Associate Dean of Shanghai Normal University Business School, gave a keynote speech on the topic “Research Report on the High-quality Development of Regional Integration in the Yangtze River Delta”. Based on the survey results, he analyzed the current perceptions of the development of the Yangtze River Delta regional integration and the future high-quality development expectations for the Yangtze River Delta regional integration, and thus the various issues that need to be addressed in the process of integrated development. problem. The survey results show that the citizens of the Yangtze River Delta region believe that the regional integration of the Yangtze River Delta is developing at a faster pace. They are quite satisfied with the overall effectiveness of the government in promoting the development process and have high expectations for the regional integration development of the Yangtze River Delta. In view of the current unclear division of labor in the development of the Yangtze River Delta, the inability to share educational resources, and the difficulty in breaking regional employment and administrative barriers, Professor Zhao Hongjun proposed the following four suggestions: from the high-speed growth stage to the high-quality development stage, the high-quality development foundation of the integration of transportation, the improvement of the residents and enterprises in the public service, and the full use of the local government's legal service role.



Professor Chen Jianjun from the School of Public Administration of Zhejiang University gave a keynote speech on the theme of “The Yangtze River Delta Integrated Development Demonstration Zone: International Experience, Development Model and Implementation Path”. In his speech, he first explained the practical basis of the integrated demonstration zone in the international arena, and highlighted the international development demonstration zones such as the Malaysia-Singapore-Indonesia Delta. Secondly, he proposed that the Yangtze River Delta region should aim at higher quality integrated development, focus on solving the bottleneck problems encountered in the development process, improve the collaborative governance model while complementing the shortcomings in the integration of social policies, the integration of basic public services, and the integration of people's livelihood services. For the implementation path of higher quality integration in the Yangtze River Delta, we should promote the two-way advancement from top to bottom and bottom-up in the way of “improving the top-level design, deepening the practice and innovation, encouraging multi-polar promotion, and strengthening the integration of the same domain”.



Professor Zhang Xueliang, Executive Dean of the Yangtze River Delta and Yangtze River Economic Belt Development Research Institute of Shanghai University of Finance and Economics and Vice President of the School of Urban and Regional Sciences of Shanghai University of Finance and Economics, spoke on the topic of “Several Pairs of Relations to be Processed in the Development of the Yangtze River Delta”. He proposed to pay attention to the relationship between quality and quantity of high-quality development in the Yangtze River Delta, the same-and-different relationship of the Yangtze River Delta integration, and the large and small relationship between the spatial scales of the Yangtze River Delta. Based on the in-depth study of the Yangtze River Delta metropolitan area, he believes that the Yangtze River Delta will present three characteristics of “bigger”, “stronger” and “more concentrated” in the future development. When talking about the relationship between the development of the metropolitan area of Shanghai and the economic integration of the Yangtze River Delta, he said that the Shanghai metropolitan area is a "strong nuclear" in the integrated development pattern of the Yangtze River Delta urban agglomeration. The more prominent the core area of Shanghai, the whole The development of the Yangtze River Delta will be better. Finally, he stressed that in the study of the hot topic of "long triangle integration", more calm thinking is needed, so that the research results that can withstand the test can be made from the historical dimension, the cross-country comparison, and the cross-regional dimension.



Subsequently, the seminar entered the round-table discussion session of “What is the vision of integration in the Yangtze River Delta”. The participating experts discussed from the multi-disciplinary and multi-dimensional perspectives: What is the essence of the Yangtze River Delta integration, what is the vision of the Yangtze River Delta integration, and Whether the triangular integration has an international blueprint and other important basic theoretical issues. Professor Zhang Xueliang said that integration is not the same or not. From the perspective of economics, the essence of the integration of the Yangtze River Delta is the integration of market and the cross-administrative boundary of elements. Professor Zhao Hongjun believes that the goal of high-quality integration in the Yangtze River Delta is to share a livable social environment, a good ecological environment, improve supporting social services, and efficient government services. Professor Chen Xian said that the achievement of the goal of the integration of the Yangtze River Delta does not have to be carried out under a large space. First, the integration of several metropolitan areas will be achieved by promoting regional clusters, promoting the development of emerging industries and upgrading the level of the industrial chain. From small to large, the integration of the metropolitan area will promote the integration of the entire Yangtze River Delta. Professor Chen Jianjun believes that the integration of the Yangtze River Delta is the first benchmarking of EU integration, but EU integration is mainly reflected in market integration, while the Yangtze River Delta integration is more manifested in regional cooperation. The moderator Professor Chen Jie also put forward his own point of view. He believes that the integration of the Yangtze River Delta is not only a means of economic development, but also a means of social development and a means of regional governance. It reflects the characteristics of regionalization of governance and reflects the unified governance of the country. The balance between the goal and the efficiency of administrative individual development, that is, the regional governance beyond the city is a means of overcoming the regional gap brought about by the individual development of the city and strengthening the coordinated development of the region. He made it clear that, in view of the relatively balanced development of the Yangtze River Delta relative to other regions, the goal and vision of high-quality integration in the Yangtze River Delta should be set to achieve coordinated development and common prosperity. Integration is ultimately the integration of human development opportunities and development levels.

Finally, Wu Jiannan, Director of the Department of Liberal Arts of Shanghai Jiaotong University, Executive Vice President of the China Institute for Urban Governance, and Editor-in-Chief of Urban Governance Research, made a closing speech. He first expressed his gratitude to the experts and scholars and the rapporteurs who attended the meeting and summarized the contents of this seminar. He pointed out that since the regional integration development of the Yangtze River Delta has been promoted to the national strategy, it has received many responses from the academic circles. Last year, Shanghai Jiaotong University and several universities in the Yangtze River Delta organized the “Best Practices in the Yangtze River Delta Urban Governance”. There are four questions in this seminar that deserve our further consideration: (1) How to understand the integration of the Yangtze River Delta? (2) What is the nature of the integration of the Yangtze River Delta? (3) Why do you want to integrate the Yangtze River Delta? (4) How to integrate? What are the results and effects of integration? He believes that different fields and different disciplines require different interpretations. Ten of the 19 liberal arts departments of Shanghai Jiaotong University can be closely linked to the integration of the Yangtze River Delta. This symposium has established a good platform for ideological exchanges between experts, scholars and industry professionals. It has also promoted the deepening of understanding of some important theoretical issues in the integration of the Yangtze River Delta, and deepened the academic research and policy research results of the integration of the Yangtze River Delta in the future. We have made contributions and look forward to working together with colleagues at home and abroad to build an academic community of integrated research in the Yangtze River Delta.
