the "Regional Collaborative Governance Round-table Conference in the Process of Urbanization and the Fifth China Urban Problems (Shanghai) Forum" Was Successfully Held

Recently, the "Regional Collaborative Governance Round-table Conference in the Process of Urbanization and the Fifth China Urban Problems (Shanghai) Forum was jointly sponsored by China Institute for Urban Governance of Shanghai Jiao Tong University with Magazine "Exploration and Free Views" and the editorial department of "Urban Governance Studies". The theme of the conference was "Regional collaborative governance in the process of urbanization: strategies, problems and countermeasures". Under the background of globalization, urbanization, and integration, based on common issues facing the region, the conference made an in-depth discussion about the collaborative governance strategy as a form of governance, its implementation challenges, organizational structure, institutional obstacles, and lessons we can learn, mainly focusing on how to achieve collaborative innovation among stakeholders in different governments, non-profit organizations and enterprises, and different government departments in the same region. This is not only required by the practice of collaborative governance, but also a theoretical breakthrough in scientific research. More than 20 experts and scholars from Shanghai Jiao Tong University, Fudan University, Zhejiang University, Shanghai Academy of Social Sciences, Nankai University, Shandong University, Shanghai University of Finance and Economics, and Central University of Finance and Economics attended the seminar.

The round-table forum was presided by Professor Wu Jiannan, executive vice director of China Institute fro Urban Governance, and head of Division of Liberal Arts and Social Science of Shanghai Jiao Tong University. Ye Zhudi, editor-in-chief of "Exploration and Controversy" magazine, gave a speech and invited Chen Xian, Xu Jian and Du Yunquan as moderators of each unit.

Chen Jie, professor of School of International and Public Affairs and China Institute for Urban Governance of Shanghai Jiao Tong University, analyzed the concept of regional coordinated governance in the process of urbanization. He said that in the process of urbanization, the common economic interests should be paid attention to, and efficiency should be emphasized. Eventually, some entity-specific institutions such as governance committees or cross-regional organizations should be established in the Yangtze River Delta.

Professor Tang Yalin from the School of International Relations and Public Affairs of Fudan University shared his ideas about the topic "system construction strategy and path research of the Yangtze River Delta integration demonstration zone construction". He pointed out that the specific path of the system construction of the Yangtze River Delta integration demonstration zone can be promoted by Institutional innovation with system integration, with a holistic thinking and the rule of law thinking.

Zhou Wu, deputy director of the Institute of World Chinese Studies at the Shanghai Academy of Social Sciences, proposed that in the process of coordinated governance in the Yangtze River Delta, the relationship between the government and the market should be properly handled, the role of the market should be better exerted, and the spirit of integration and openness of Jiangnan culture should be carried forward.

Prof. Suo Liming, Zhou Enlai School of Government and Management, Nankai University proposed a new analytical framework on "regional governance of Chinese urban agglomerations"-competitive synergy (coordination, cooperation, and three-dimensional integration of competition). Setting up tournaments within the coordination mechanism is the process of promoting competition with competition and optimizing overall returns with selected returns. When the cooperative subjects do not belong to the same province, the impact of the tournament will be weak, and the cooperative subjects will tend to cooperate to promote collaboration.

Professor Chen Jianjun from the School of Public Management of Zhejiang University shared his thoughts on "Collaborative governance models and challenges for urban agglomerations in the context of the integration of the Yangtze River Delta". The best plan for the collaborative governance model of the Yangtze River Delta urban agglomeration is the "club + model". The selection and evaluation criteria are integration and local independent innovation, regional cooperation and competition, agglomeration and diffusion, efficiency improvement and common prosperity.

Professor Wang Dianli from the School of Political Science and Public Management of Shandong University shared his ideas uder the topic "policy experiment and the construction of China's strategic functional area". He pointed out that the strategic functional area involves two concepts: re-territorization and scale reconstruction. Scale reconstruction is more about administrative organization changes.

Professor Cui Jing from the School of Government Management of Central University of Finance and Economics shared the topic of "Integrated Cooperative Governance of Local Governments in the Integrated Development of Beijing, Tianjin, and Hebei". He pointed out that the basic ideas for achieving the overall collaborative governance of the Beijing-Tianjin-Hebei metropolitan area are: coordinating the intergovernmental relations between governments at all levels in Beijing-Tianjin-Hebei area, establishing a unified information network system, constructing interregional integrated cooperation organizations in the metropolitan area, and improving the ecological compensation mechanism of local governments in the metropolitan area.

Chu Zhujie, School of International and Public Affairs, Shanghai Jiaotong University, shared her thoughts on the issue of comprehensive management of urban garbage in the Yangtze River Delta urban agglomeration and its future directions. She stated that the level of waste management in the Yangtze River Delta region is quite uneven, the subjects of waste management in the Yangtze River Delta region are not unified, and the responsibilities of various waste management departments are unclear.

Professor Chen Zhong, Dean of the School of Humanities, Shanghai University of Finance and Economics, explores the spatial folding and human confusion in the context of regional collaboration from the perspective of humanities and social sciences. The ultimate purpose and orientation of spatial folding in the context of regional integration are people-oriented. From the perspective of political results, the identity and role of multiple governments have undergone complex transformations.

Professor Wu Jiannan, executive vice director of China Institute for Urban Governance and the head of Division of Liberal Arts and Social Science of Shanghai Jiao Tong University, shared the idea on the topic "Can the conceptual framework of the relationship between reform and innovation be applied to the Yangtze River Delta integrated national strategy?" He explored how to understand the relationship between reform and innovation. He believes that only reform can move forward, only innovation can be strong, only reform and innovation can succeed, and only strong support from top to bottom can break the pattern of interests. Up-down linkage and profit-loss balance mean that we may have to explore forward in the pain and resistance of unity, such as unified planning, unified standards, unified law enforcement.

Professor Sun Wei from the School of Journalism at Fudan University shared his thoughts on "the new trend of regional collaborative governance in the media field". She pointed out that when the media is involved in regional collaborative governance as a governance technique, it must be managed strictly in accordance with the region's news system. Today, commercial companies such as Toutiao, Douyin and Byte Beat have become the most favorable platforms for regional collaborative governance.

Professor Rong Yueming, director of the Institute of Literature of the Shanghai Academy of Social Sciences, shared his idea on "problems facing regional economic integration". He believes that there are also spatial and temporal constraints in regional integration, which involve the coordination of endowment of resources in the entire area. Urban agglomerations and metropolitan areas must rely on regional coordinated development or regional integration, and have time windows and time constraints, such as settlement of social security in different places, use of cartoons in different places, and labor marketization.

Associate Professor Zhu Jun from the School of Humanities of Shanghai Normal University expressed his views on "urban culture". Regarding the problem of urban regionalization and urban network, it is mainly a question of how to study the urban agglomeration under the context of globalization, how to penetrate culture and transcend national boundaries.

In the end, the conference had a lively discussion on the topic selection consultation of the 2020 Urban and Civilization Column in "Exploration and Free Views". The round table forum has established a good platform for exchange of ideas for experts and scholars, and has also promoted the deepening of some important theoretical and practical issues of collaborative governance in the region.
